Drug companies engage in fraud but aren't held accountable

U.S. pharmaceutical companies are finding clever ways to avoid the consequences of a 1996 law that mandates their exclusion from federal health care programs such as Medicare and Medicaid if they are convicted of felony health care fraud. Since the drug companies are so rich, they are settling out of court and not getting convicted of the crime. If a law is in place to fix a problem and a company can circumvent the law should we change the law?
